China's 'Teapot' Refiners Lap Up Cheap Crude, Fuel Oil

China's small independent "teapot" refiners have ramped up activity this year, taking advantage of discounted crude and fuel oil feedstock, which has mostly come from Russia, Iran and Venezuela.
